green fluid

Number One walked into the office and told me that he had seen some very odd liquid on a neighbouring street.
After three minutes of distraction I had this nice photo. Don't know what the liquid is.

Jan 2003 - received this in a mail:
"The green fluid is called ethylene-glycol and is used in cars as an antifreeze.
It tastes very sweet but is also very poisonous." (thanks steven!)
